Will you join us in making this pledge?

With my federal tax dollars...
I will
NOT fund an authoritarian federal government
I will
NOT fund cuts in health care to give tax breaks to billionaires
I will
NOT fund ICE’s arrest and deportation of law abiding residents
I will
NOT fund the military occupation of our cities
I will
NOT fund military attacks on other sovereign nations like Iran or Venezuela
I will
NOT fund subsidies for giant corporations

I pledge to start paying my federal income taxes again once the Trump regime stops endlessly violating the US Constitution and our federal laws.

The Oregon Community Peace Fund is exploring the feasibility of encouraging Oregon taxpayers to withhold all or a portion of their 2025 federal income taxes and instead redirect that money to Oregon state programs from which the Trump Administration is withholding funding.

Oregon’s governor Tina Kotek announced in August that the federal government has seized $15 billion of Oregon taxpayer money and is refusing to return it to fund essential Oregon programs, which is both illegal and unconstitutional. We believe this urgently requires us to organize as Oregon residents, to both protest this and to directly fund these programs ourselves. We make this proposal with full understanding of the legal risks as federal taxpayers and a commitment to the continued economic stability of our state.

We propose two options for Oregonians to consider when redirecting their federal income taxes and we pose them to you here for feedback:

  1. Option One focuses on Oregon taxpayers directly funding state programs. Our goal is for the state to establish a collective fund, comprising redirected federal taxes or donations, to allocate to the state programs that have experienced rescissions. If the establishment of such a fund isn’t feasible in the next legislative session, how can we facilitate Oregonians donating directly to state programs that have lost funding, in the same sense that Portland residents can donate to their public school budget?

  1. Option Two focuses on the tactic of simply protesting the federal government. This would entail asking residents and businesses to pay into a state administered escrow account or an “in-trust” fund rather than to the IRS. This fund would hold Oregonians’ taxes until our federal government stops withholding funds. Ideally this would be in collaboration with other states to mount a wider protest.

This proposal builds on the long-established foundation of tax resistance, the recently launched National Tax Strike campaign, and other national calls for state fiscal disobedience as a response to these federal rescissions.

Imagine if tens of thousands of Oregonian taxpayers refused to pay some or all of their federal income taxes this year and instead redirected their money to the specific Oregon government programs that have already been approved for funding but which the Trump Administration is holding funds ransom from. Our goal is to publicize our campaign as much as possible, talk to as many people as possible who may be in positions to further publicize the campaign, and ultimately make a real financial contribution to Oregon social welfare this Spring.

If you have suggestions regarding the tax strike, or ideas of programs that have lost funding that you would like to see funded, get in touch.

What we need from YOU:

Are you skilled in website design, graphic design, or community organizing?

Do you have connections to any Oregon state legislators, agency heads, other people in government, people in other states who may be working on or interested in a similar effort, or news/press contacts?

Note* This is a separate effort than Oregon Community Peace Fund's annual war tax resistance and Tax Day Redirection Ceremony. OCPF's focus is war tax resistance in particular, while the Oregon Tax Strike is a more general protest of Trump budget cuts.
